Beginning in 2004, the City of Troy and the merchants on River St. put together the River St. Festival to help showcase all of the exciting things going on in the downtown business district. In particular, all the special places located up and down River St.
The events grassroots arts and antiques theme separates the festival from other commercially established festivals that you see today.
